From Field Data to Executive Decisions
How field observation becomes information a programme manager or board can rely on — and where that chain most often breaks.
Field data becomes decision-grade only when the method by which it was produced is documented, consistent and reviewable. Volume of data is not the same as reliability of evidence.
The chain
- A defined question: what specifically is being verified.
- A sampling approach appropriate to the operating environment.
- Structured digital collection with photographic, location and timestamp records.
- A review step between field team and analysis team before findings are drafted.
- Reporting that states clearly what was verified, what was not, and the limitations.
Where it breaks
Most often at the two ends: an unclear verification question, or a report that presents observation as conclusion. Stating limitations plainly is not a weakness in a monitoring report — it is what makes the verified findings usable.
